If you're building a constructed pond from materials like concrete, gunnite, shotcrete, tile, stone, steel, aluminum, wood or just about any other structured material, then Pond Shield Epoxy is what you're looking for.  Pond Shield Epoxy is non-toxic even in it's mixed, uncured form.  This way you can be assured that it is completely safe for housing any of your aquatic life, including both fish and plants.

It can be rolled or brushed, but we recommend using a squeegee to to apply it and then rolling over the top of it short nap roller to smooth out the squeegee marks.  If you have a large project and prefer to spray your epoxy, Pond Shield can be applied just as easily.  Take a look at the Pond Shield FAQ for more information.
